How do we combine our research in a way that makes sense to urban communities, city planners, designers and other agencies? The aim of WP7 is the preparation of an integrated transition approach combining the outcomes of the work packages 2 to 6, and the development of a methodology for guiding European cities through the creation of their own transition strategies based on TURAS outcomes. It is a daunting task. WP7 does not officially kick off until half way through the project. However, there has been some enthusiasm in the lead partner organisation, the University of Stuttgart, and a lot of conceptual planning and general discussions have taken place, especially with devoted time during all steering committee meetings as well as at the kick off meeting in Dublin. This has resulted in the identification of potential barriers to achieving an integrated transition strategy and some new and unique thinking for bridging these barriers.
T7.1 Identification of synergies between WP2-6 (U STUTT)

The University of Stuttgart is involved in work package 1 and all work packages 2-6 ensuring that from the outset, all work packages will a) define their initial problems/challenges on a comparable level of detail and focus and b) explore possible synergies with other WPs) focus from the start on the transferability of strategies, tools and outcomes developed to other cities both within and outside the TURaS partnership. In WP1- 6 the University of Stuttgart will assess:
In WP7.1, based on this input from the individual WPs, the University of Stuttgart with the input of WP leaders will prepare a detailed matrix demonstrating the potential synergies in regard to content between WP 2-6 e.g. the development of green roofs in WP2 can contribute to improved climate change planning in WP4 and new opportunities for local industry in WP6.
Based on this matrix, the WP leader will then prepare a framework and methodology for a) a more integrated transition approach by defining and detailing emerging interfaces (e. g. synergies, blockades, side-effects etc.) between the different WP outcomes and b) for allowing a new user (e.g. a local authority) to identify the most important resilience and sustainability challenges (critical parameters) facing their city and use these as “triggering moments”. This framework will be presented in an already integrated format, an initial heuristic, which will enable the new user to prepare a transition strategy for their city involving the use of relevant tools, strategies, guidelines and visions, and regardless of them being a result of one or of a combination of WPs. A new user will be guided through the identification and quantification of the specific challenges facing their city and the steps necessary to put together a solution to meet these challenges. WP leaders will provide input to the University of Stuttgart on the development of the synergy matrix and the framework and methodology for an integrated transition approach for new users.
T7.2 Demonstration of Integrated Transition Strategy in TURaS partner cities (U STUTT)Start:

In T7.2, the framework and methodology developed in T7.1 will be tested and demonstrated by the local authority partners in each of the participating cities. Each of the cities involved in the TURaS project have been involved in 1, 2 or a maximum of 3 of the RTD work packages 2-6. They will have had limited involvement in other WPs. In T7.2, the city council partners will be asked to test the framework and methodologies to develop an integrated transition strategy for their city. The elements they have already been involved in will be excluded and they will be asked to focus on developing a transition strategy for one or more elements in which they have not been intensively involved. Over the remaining duration of the project, the local authority partners will not only develop the transition strategy but will begin to implement the recommendations of T7.2 combined with using the data already collected in WP1. The University of Stuttgart will organise an intensive training workshop for local authority partners and local academic partners on the preparation of the integrated transition strategy process and then organise follow up workshops at 6 monthly intervals to monitor progress on development and implementation at local level. If there are technical roadblocks with specific WP outcomes, each WP leader of WP 1-6 has resources allocated in WP7 to allow them to provide follow up assistance. The leaders of WP1-6 will also be involved in the initial training and follow up training if required. During this demonstration phase the University of Stuttgart will work closely with local authority partners to identify any problems encountered or improvements which could be made to the individual elements coming from WP2-6 or to the final ITS heuristic in T7.3. Although the demonstration phase is forecast to continue until the end of the project and most likely beyond (financed at local level), the results of this demonstration phase and the impact in participating cities will be measured on an on-going basis so that recommendations can be made for developing the final framework.
T7.3 Delivery of final framework for integrated transition strategy for non participating cities. (U STUTT)

Based on the feedback and results from the demonstration phase in T7.2, the University of Stuttgart will refine the framework and methodology for development of an integrated transition strategy for use by cities not involved in the consortium. The final outcome will be a user friendly methodology (which will be used to guide non partner cities through the development of their own transition strategies based on TURaS outcomes. In order to ensure sustainability following the end of the project, the structure of this methodology will be web-based and intuitive as much as possible. In WP8, this final framework will be used to assist non partner cities to develop their own transition strategies through a series of training workshops and online training tools.
